Top UN Officials Urge Unified International Action To End Syria Crisis

Top officials at the United Nations on Thursday urged the international community for united action to end the ongoing crisis in Syria, noting that continued violence and atrocities against civilians show the Syrian government's lack of commitment to UN-backed peace plan for resolving the crisis.

Addressing a UN General Assembly on Thursday, UN Secretary General Ban Ki-moon noted that the international community and Syria were currently at a "pivotal moment." Noting that Syria and the region as a whole could "quickly move from tipping point to breaking point," Ban cautioned that the possibility of a "full-scale civil war" breaking out in the Middle East nation "are imminent and real."

The meeting came in the wake of the recent massacre in the Syrian village of Houla, where 108 people, including 49 children, were massacred allegedly by Syrian soldiers last week. In addition, media reports quoted opposition activists as saying late Wednesday that government troops and allied militiamen massacred at least 78 people in the village of Mazraat al-Qubeir, located near the city of Hama.

"We condemn this unspeakable barbarity and renew our determination to bring those responsible to account. We join forces at a grave and grievous hour. The situation in Syria continues to deteriorate. Each day seems to bring new additions to the grim catalog of atrocities," Ban said.

Ban also urged the international community to "act with unity and collective will" to end the crisis in Syria, and stressed that all UN member nations must continue to support Annan's peace plan "with stronger steps to ensure compliance."

Annan's plan calls for an end to violence, access for humanitarian agencies to provide relief to those in need, the release of detainees, the start of inclusive political dialogue that takes into account the aspirations of the Syrian people, and unrestricted access to the country for the international media.

Addressing the Assembly later, Annan said his six point plan is not being implemented in Syria despite its acceptance by the Syrian government and opposition groups, and the continued presence of UN observers in the country to oversee its implementation. Reminding the Assembly that ending the Syrian crisis was a collective responsibility of the international community, Annan urged quick action to address the deteriorating situation.

In his address, General Assembly President Nassir Abdulaziz Al-Nasser urged member nations to quickly unite behind Annan's efforts, and said: "The lives of tens of thousands of Syrians, and the stability of the region, are at stake. The credibility of this Organization is also at stake."

Later, Navi Pillay, UN High Commissioner for Human Rights, stressed in a statement delivered by the Assistant Secretary-General for Human Rights, Ivan Simonovic, on her behalf that the steadily deteriorating situation in Syria demands the full attention and engagement of UN member states.

The Secretary-General of the League of Arab States, Nabil Al Araby, said that the League does not call for the UN Security Council to resort to the use of force or military options in Syria, but rather for using political, economic and commercial pressures enshrined in the UN Charter.

Later on Thursday, Ban and Annan are scheduled to brief the UN Security Council on the situation in Syria.
