On Assignment Inc. (ASGN) announced the promotion of Michael McGowan to Chief Operating Officer. McGowan will continue to lead Oxford Global Resources, On Assignment's IT and Engineering Division, headquartered in Beverly, MA, as division president.

As chief operating officer, he will also have four additional On Assignment divisions reporting to him: Life Sciences, Allied Healthcare, Nurse Travel, and Physician. McGowan will continue reporting to Peter Dameris, President and CEO of On Assignment.

McGowan has more than 30 years of executive management experience. He joined Oxford Global Resources in 1997 as chief operating officer and has served as president of Oxford since 1998. Prior to his roles at Oxford and On Assignment, McGowan was senior vice president and general manager for Kelly Services' Middle Markets Division.

The company also announced the promotion of James Jandl to Executive Vice President, Oxford Global Resources. In his new role, Jandl will lead Oxford's corporate activities, including accounting and finance, legal, and marketing, while continuing to oversee Oxford's human resources department from the company's headquarters in Beverly, MA. Jandl will continue reporting to Michael McGowan, Chief Operating Officer, On Assignment and President, Oxford Global Resources.

Jandl has more than 30 years of management experience. He joined Oxford Global Resources in 1998 as Vice President, Human Resources. Prior to Oxford, Jandl held positions as Corporate Director of Human Resources for Aearo Company and Vice President, Human Resources for Iron Mountain, Inc. James also serves as an adjunct professor at the Van Loan School of Graduate and Professional Studies at Endicott College in Beverly, MA.
