China's Rare Earth Policy Questioned

Japan, the United States and the European Union will file a complaint this week with the World Trade Organization, accusing China of restricting access to rare earth metals.

China is the world's largest producer of rare earth metals, which are used in the manufacture of high-technology products such as cell phones, television screens and hybrid cars.

The three parties decided to ask the WTO to set up a panel after they failed to resolve the issue through direct talks with China, Japanese media reported on Tuesday.

China has recently issued a white paper claiming that the restrictions are legitimate and are aimed at preserving the resources and the environment. It will continue to intensify regulations for the sector while supplying the global market in line with WTO rules.

China has given equal treatment to both domestic and foreign firms in the rare earth industry and has allowed the market to decide prices, the document said.
