Trump Signs 'buy American And Hire American' Executive Order

President Donald Trump Tuesday signed the "Buy American And Hire American" Executive Order that mandates a full review of the H-1B visa program for high-skilled foreign workers and the government's procurement rules to ensure they give preference to US-made products.

Speaking ahead of signing the order at the Kenosha, Wisconsin headquarters of tool maker Snap-on Inc., Trump claimed that no administration has accomplished more in the first 90 days on military, on the border, on trade, on regulation, on law enforcement and on government reform, than his.

He announced that the government is about to take "bold, new steps" to follow through on his pledge to "Buy American and Hire American."

Current rules associated with America's trade deals and immigration policies unfairly place American companies and workers at a disadvantage.

Wisconsin Governor Scott Walker, Senator Ron Johnson, House Speaker Paul Ryan, White House Chief of Staff Reince Priebus, Treasury Secretary Steven Mnuchin, Education Secretary Betsy DeVos, and students from Gateway Technical College witnessed the signing.

Trump made it clear that this order declares that American projects should be made with American goods. "No longer are we going to allow foreign countries to cheat our producers and our workers out of federal contracts," he said. He insisted that everyone in his administration will be expected to enforce every "Buy American" provision on behalf of the American worker, and that the government is going to investigate every trade deal that undermines these provisions.

The President said H1B visas should be given to the most-skilled and highest-paid applicants, and they should never be used to replace Americans. "No one can compete with American workers when they're given a fair and level playing field, which has not happened for decades," according to him.

This Executive Order calls to fully enforce the laws governing the entry of foreign workers into the U.S. economy, to promote rising wages and more employment.

It directs federal agencies to propose reforms to the H-1B program that prevents the displacement of American workers.

The Order also targets the abusive use of waivers and exceptions that undermine "Buy American" laws meant to promote taxpayer money going to American companies.
