There were new signs of compromise between President Obama and House Speaker John Boehner on the looming fiscal cliff. Elsewhere in Washington, Senator Patrick Leahy of Vermont was sworn in as President Pro Tempore, succeeding the late Senator Daniel Inouye, who died Monday. In California, state lawmakers are preparing new legislation to restrict ammunition sales. In Japan, new Prime Minister Shinzo Abe pledged closer diplomatic ties with the United States.
