A conservative advocacy group has urged House Republican leaders to refrain from bringing controversial legislation to the House floor and risk distracting Americans from the recent scandals causing headaches for the White House.

In the letter to House Speaker John Boehner, R-Ohio, and Majority Leader Eric Cantor, R-Virg., Heritage Action for America noted that bringing legislation such as the Internet sales tax bill or the farm bill to the floor could expose or highlight major schisms within the Republican conference.

"Recent events have rightly focused the nation's attention squarely on the actions of the Obama administration," Heritage Action for America CEO Michael Needham wrote.

He added, "It is incumbent upon the House of Representatives to conduct oversight hearings on those actions, but it would be imprudent to do anything that shifts the focus from the Obama administration to the ideological differences within the House Republican Conference."

Needham urged Republicans to keep the attention focused squarely on the Obama administration, which has been under pressure recently due to the IRS targeting scandal, allegations of a cover-up related to the deadly attacks in Benghazi and the secret subpoena of Associated Press phone records.

"As the public's trust in their government continues to erode, it is incumbent upon those of us who support a smaller, less intrusive government to lead," Needham wrote.
