A gunman went on a shooting spree Thursday at a university in Baku, capital of former Soviet republic of Azerbaijan, killing more than 13 persons, reports say.

Government officials and prosecutors said 10 persons were wounded in the shooting at the Azerbaijan State Oil Academy.

The gunman, identified as Nadir Shirhanoglu, a Georgian citizen of Azeri origin, shot a security guard, several janitors, professors and students, including two foreigners before the turning the gun on himself.

A news channel reported earlier that two gunmen opened fire at the staff and students of the Azerbaijan State Oil Academy, while going upstairs of the academy's building.

Police cordoned off the university building after special troops that were rushed to the scene earlier left the school. An investigation is underway into the shooting, speculated to be a conflict between Azerbaijani and foreign students at the college.
