Willbros Group Inc. (WG) said it appointed Richard Cellon as President, Government Services. Fleury retired from the U.S. Navy as a Rear Admiral in October 2009. Cellon brings to Willbros has over 30 years of U.S. government leadership experience in facilities management, construction and procurement, as well as contingency operations. Willbros Group, Inc. is an independent contractor serving the oil, gas, power, refining and petrochemical industries.
