Despite the significant differences between the House and Senate versions of the measure, including how to pay for the bills which cost nearly $1 trillion over 10 years though they both reduce the federal deficit, and the narrow margins by which they passed both House and Senate, the White House expressed confidence that Congress would succeed in sending a bill to Obama for his signature.
