The ninth tallest building in South America is Centro Financiero Confinanzas in Caracas, the capital of Venezuela. Also called Torre de David (Tower of David after the tower's main investor who died from cancer in 1993), this 45-floor skyscraper is 190 meters (623 feet) tall. Construction on the tower began in 1990, but was halted in 1994 due to the Venezuelan banking crisis. It is the third highest skyscraper in the country after the twin towers of Parque Central Complex, but still remains incomplete and unused. The building lacks elevators, installed electricity, running water, balcony railing, windows and even walls in many places. The complex has six buildings, a heliport and twelve floors of parking. For more than a decade from 2001, the building was occupied by dwellers that had been rendered homeless by the housing shortage crisis in Venezuela. These were later evacuated by the government.
